A native of Satellite Beach, Florida, Neil received a Bachelor of Science degree in Engineering Technology from the University of Central Florida in 1990. A distinguished U.S. Army R.O.T.C. graduate, Neil was commissioned as a Second Lieutenant. After completing his service, Neil returned to UCF, where he earned an MBA in 1997. After a successful career in sales with IKON Office Solutions, Neil became a Realtor and joined RE/MAX Foothills Real Estate in Clemson, SC, selling over 18 million dollars in real estate in 2005. In 2007, Neil formed the Monaghan Company, with emphasis on listing and selling single family homes and student condominiums. Neil remains active in the community.
